Apple had already made its apps, GarageBand, iMovie, Pages, Numbers, and Keynote, free for owners of new iOS or macOS devices. This time, they're making it free for everyone with an Apple ID.
Except for iMovie, which requires iOS 9.3, the other apps that Apple made free currently require at least iOS 10. Owners of devices with older iOS versions can still get the apps for free by downloading the apps on iTunes on a PC or Mac.
This adds the app to the purchase history of an Apple ID account. Once Apple's apps can be found in the purchase history on the older device, the last version of the app that is compatible with the older iOS version can then be downloaded.
